This is probably something very simple!
According to the Help for GPS Route Planner "You can load a route from a GPX file using the "Load GPX file" option and you can then edit it." But how do you actually do this without GPS Route Planner thinking you want to start a completely new walk? The loading is fine, and the displaying is fine, but I can't work out the editing.

GPX files can contain both 'routes' and 'tracks'. Routes are plotted lines of waypoints you have plotted out and can follow; tracks are recorded lines of where you actually went. You can edit routes (you can plot routes to go anywhere you like) but you can't edit tracks (which would alter the record of where you actually went).

Hope that makes some sort of sense - so the answer is it depends what sort of data is in your GPX file. If it's a track, you can only plot a route over it and edit that.
