Have you read the message? When you are reading it, just press the 'send reply' button to open up a reply (very much like replying to a post on the forum)

I have composed a message and hit submit but it's just sitting in the outbox. Has it/will it send?

Messages remain in the outbox (and can be edited) until the recipient reads them. Once they have read the message it will be in your sent folder.
