Just went there today, and while the sign is there, the road is actually fine, tarmac the whole way and not a single pot hole. I easily made it in my tiny Skoda Citigo, so if I can do it anyone can.

The track you were looking for was rather obliterated by works to remove pylons from Duchal Moor back in November unfortunately.
