I will stick my head up and say, while frustrating that there is not provision, I am happy not to share my space with dogs. I am increasingly fed up of cafes and places being full of them, dog hair all over train seats, one on Calmac last week snarling and barking at everyone etc etc. What is needed...

The charges themselves are not the main issue. That said, as a local I'll go elsewhere in preference to paying out £5 to go for a run round the Loch.
