The issue IMO was that having already breached the Covid-19 guidelines, they additionally then put other people at risk due to their deliberate additional actions. Constituting a further offence. Breaching the guidelines isn't an offence though. So the only thing they have done that was against the...

Apparently the UK cabinet office has told the Guardian that you can drive nearby to go for a walk (which should cover England). So still conflicting advice.
