Presumably Moray moves to level 2 tomorrow? If not, does that mean the only permitted way out of Aberdeenshire to the west coast is via Braemar?

You are allowed to travel across Level 3 areas to get to another Level 2 area - see this recent thread https://www.walkhighlands.co.uk/Forum/viewtopic.php?f=1&t=104973
