DDoS = Distributed Denial of Service. That's where multiple different computers all request something time-consuming from the same server at the same time, with the aim of overloading the server. It's one of the more popular ways to bring down someone's website.
It's possible to tell the country of origin from the originating IP addresses, though aiui attackers like to use other people's compromised machines* by remote control, so all it really tells you is where the compromised machines are. The induhvidual(s) behind it could be anywhere.
