Why isn't my report public?

I wrote up a wee report on Torlum, which I thought might be interesting to others as there weren't any user reports already on about it in the snow. A nice wee hill, btw.
However, though it shows to me and my OH - another Walkhighland's member - can access it also, it isn't one of the public reports. I didn't tick the box for 'walk note only' and have successfully added reports before.
Anyone know how to make this public or at least avoid this issue next time ?
Oh, and as I thought it hadn't worked I added a duplicate report, but same problem ! I know I can't remove the duplicate, but I'll over-write it with a new report another time.
