Sorry if this is an often asked question but I've searched and attempted to follow previous answers but file is still showing as too large.

I'm exporting a tcx file from my fitbit surge and putting it into tcx converter to create a gpx file. First time I tried it the file was too large so I read more and used tcx converter to reduce waypoints to 500 and again it came back as too large but this time the allowed file size limit was lower.

Not really sure how to proceed and itching to get our first report up (actually have 4 to upload)

Can anyone advise?

I've no experience with TCX files, but the maximum GPX file you can upload is 0.5MB. I'd suggest trying it with 250 waypoints - all the waypoints are passed through POST when viewing the resulting map, so it's a good idea to keep the file reasonable. Some GPS units won't allow that many points in a route.
