What's the best way to reproof a shell jacket, Techwash or just spray it with Fabsil?

I would suggest the Techwash cleaner followed by the proofer.
A wash only is good for maintenance but additional proofing is helpful less often.

You want to use tech wash or equivalent to clean the jacket first. Over time, oils and dirt build up and clog the "pores" in a breathable jacket, so you want to get the jacket clean so that it's breathable.
This may be enough to revive the jacket, but if not, Nikwax TX direct will renew the water repellent surface coating. Whether you need wash in or spray on depends on whether the jacket has a liner or not.

Techwash, followed by a TX Direct Wash. I'm not sure Fabsil would be good for the breathability. :?

Would check the manufacturer's website but most for Goretex or similar jackets recommend Tech Wash, TX Direct and then tumble dry on low heat. I've found putting the Nikwax stuff in the drum instead of the drawer seems to work better, though I'm sure this isn't backed up by science. You get a spray version of the TX Direct too.
