Those look like step-in crampons to use with stiff boots, possibly designed for plastic boots. As such they may not have had an "over the boot" strap, just the ankle retaining strap, the rigidity of the boot keeps them on with the toe bale fitting tightly into the groove on the toe of the boot. Some also had an extra strap from toe bale to ankle strap I think. However, you wouldn't then have expected to see the hooked side pieces. These may be an optional extra, and seem to be a different metal.
