How will you know if a report breaks the restrictions?

We obviously won't in every case. But where posts are reported / we receive complaints, we'll act if there is clear evidence.

Excellent idea.

Perhaps along with the date of the walk those posting could give some info about their situation.

Eg someone whose profile shows them to be a tier 3 area but post a walk in a tier 1 area would appear to be going against current restrictions, but they might be in the tier 1 area for essential purposes.
