Is it James Justice?....he was expelled from the Royal Society, and maybe was the father of Scottish Gardening (Though google seems to think that was Jim McColl), he was also an early greenhouse experimentor...but I can't find the P

It is. The first successfully to grow Pineapples in Scotland. The plant genus Justicia is named for him. Your go.

Sorry, no. B is more correctly known as T, though I am sure Barlinne has had many people whose Christian names started with the same letter as their surname.

Now I've found it via Google. Seems like cheating as I wouldn't have had a cat in hell's chance otherwise. I couldn't have worked out an English children's programme clue let alone a Scottish one.

Balamory is the B, Tobermory, and PP, SS and JJ are Penny Pocket, Susie Sweet and Josie Jump.

Well done Charles. I thought that Balamory had extended its influence south, but what do I know? I am stuck firmly in the eras of Fireman Sam (grandchildren) and Wombles(children). However anyone who has been to Tobermory since it was aired will have come across bewildered children eating their supper in the dark Victorian dining room of the hotel and wondering where all the fun has gone. And there is the "urban legend" of the guy who inhabited the house known to pre-schoolers as Miss Hoolie's house who cracked and instead of politely saying that she had moved (as was his wont) to a child knocking on his door for the umpteenth time said "She died, and I buried her under the patio."
