I live near there... and by strange coincidence, looking over recent clues, I have also lived not far from the Quernmore Jubilee Tower, and at Crank (with its Caverns) near the Billinge Lump.

Yes it's the Guillotine Stop Lock at King's Norton. It's slightly unnerving navigating beneath the blade of a guillotine
