From what I can see of the notice, it only mentions no parking in the passing place, which seems fair enough. The grass and anything else off the tarmac should be ok to park on, providing the gateways aren't blocked. It seems to me that maybe a few locals have found that a few cars have obstructed the road at times and complained to the council, who have put up the signs everywhere. It would be interesting to see if the Council have actually gone through the correct legal process before erecting these signs, because if they haven't, they mean nothing and are unenforceable. They would have had to have displayed on site, notices of their intention to do this and invite any objections from members of the public. My guess is they didn't.
